WASHINGTON (AP) ? Congress is getting ready to vote on extending a payroll tax cut for 160 million workers and jobless benefits for people out of work the longest, a showdown that many legislators hope will finally end a standoff that has dominated Washington since the fall.
Lawmakers were expecting the House and Senate to vote Friday on the $143 billion package, which also would forestall deep cuts in Medicare reimbursements to doctors. The tax cuts, jobless coverage and higher doctors' payments would all run through 2012.
Passage seemed virtually assured in the House and likely in the Senate, though questions about its fate there were growing amid defections by senators of both parties.
Approval would hand election-year bragging rights to President Barack Obama, who made the tax cut and jobless benefit extensions a cornerstone of his September jobs package, over objections from many Republicans.
Late Thursday, Obama praised both parties for the accord and urged lawmakers to approve the measure.
"There's much more the American people need and expect from us ? to help our businesses keep creating jobs, to help restore security for middle class families and to leave an economy that's built to last," the president said in a written statement that echoed themes of last month's State of the Union address.
Extending the 2 percentage-point cut in the 6.2 percent Social Security payroll tax would save around $80 monthly for someone earning $50,000 a year.
The vast number of voters who would benefit from that tax cut helped persuade many GOP lawmakers that opposition made little sense with presidential and congressional elections looming this fall. House Republicans blocked a two-month extension of the tax cut and jobless coverage in late December, only to retreat quickly under a buzz saw of opposition from conservative and GOP leaders from around the country.
With that history, most Republicans seemed ready to get the fight behind them and change the subject for the rest of this election year.
"It will allow us to move forward on our agenda in the House," said freshman Rep. Tom Reed, R-N.Y., a reference to GOP proposals for paring federal regulations and shrinking government.
"They've learned that it's politically stupid" to oppose the measure, Sen. Chuck Schumer, D-N.Y., said of GOP lawmakers.
Even so, the Senate's majority Democrats were expecting to need more than 10 Republican senators to reach the 60 votes needed to advance the measure.
Some Democratic senators were defecting because of cuts the bill would make for civil servants' benefits and health programs. Many Republicans were opposed because the measure would add $89 billion to federal deficits over the coming decade.
The reduction in the Social Security payroll tax, which is deducted from workers' paychecks, would cost $93 billion through 2022. In a sudden concession this week that made bipartisan agreement possible, House Republicans dropped their demand that the tax cut be paid for with spending reductions.
In a GOP win, coverage for the long-term unemployed would be cut from the current maximum of 99 weeks to a ceiling of 73 weeks by this fall in states with the worst job markets, with most topping out at 63 weeks.
The $30 billion cost of the extended benefits would be paid for half by government sales of parts of the nation's broadcast airwaves, half by requiring federal workers hired after this year to contribute an additional 2.3 percent of their pay for their pensions, up from the current 0.8 percent.
That increase also would apply to members of Congress, but only those who begin service as of next January ? exempting every current lawmaker.
The bill also would prevent a 27 percent cut in federal payments to doctors who treat Medicare patients, a reduction that threatened to make it harder for seniors to find physicians.
That would cost about $18 billion. It would be paid for by trimming Medicare reimbursements to health care providers to cover unpaid medical bills, cutting payments to hospitals that treat large numbers of poor patients and cutting a fund created in Obama's health care overhaul for preventing diseases caused by smoking and obesity.
A House-approved measure letting states test unemployment benefit applicants for drug testing was pared back, permitting the tests only for people who lost their jobs due to drug use or whose new jobs would require such tests.
Those seeking unemployment coverage would have to show they are actively seeking work, but another GOP-backed provision forcing them to pursue high school equivalency diplomas was abandoned.

NEWARK, N.J. ? In Whitney Houston's hometown, her family plans a private church service, with no public memorial set. In Los Angeles, where she died, there's not even a star on the Hollywood Walk of Fame for fans to pile flowers. So for the legion of music lovers mourning a global superstar, where do broken hearts go?
Fans who have gathered outside the church where Houston will be eulogized Saturday at an invitation-only service ? and outside the funeral home where her body now rests ? say they understand why the family wants to keep the world out the best they can. But they also yearned for the chance to fully share in the grief and the remembrance of a native daughter who made it big and made them proud.
Samuel Turner Jackson, of Newark, said he was looking forward to heading down to "The Rock," as the Prudential Center is known. Before, that is, the funeral home announced Tuesday that no public service would be held at the 18,000-seat arena, an option that had been discussed.
The arena, home to the NHL's New Jersey Devils, displayed an image of Houston on a screen outside Tuesday.
"We don't know what the circumstances are, but we're sure that the family did want to share something with the community that she gave so much to," Jackson said. "But they have their reasons, and we're going to do the best we can to pay our respects and to mourn her."
Antonio Ballinger, of Newark, also hoped to attend a public service and "see her off," and said he was saddened to hear he wouldn't get the opportunity.
"But my blessings go out to the family, and I wish them nothing but the best," he said.
The family said Tuesday it had no plans right now for a public memorial. Still, fans in this downtrodden city held out hope.
"Maybe at some point down the road, they might do something," said B.J. Frazier, of East Orange. "It's like they're saying today, they shared her for a long time and they just want her to themselves for now."
Houston, a sensation from her first, eponymous album in 1985, was one of the world's best-selling artists from the mid-1980s to the late 1990s, turning out such hits as "I Wanna Dance With Somebody," "How Will I Know," "The Greatest Love of All" and "I Will Always Love You." But as she struggled with drugs, her majestic voice became raspy, and she couldn't hit the high notes.
Houston, 48, died Saturday at a hotel in Beverly Hills, Calif., just hours before she was scheduled to perform at producer Clive Davis' pre-Grammy Awards bash. Officials say she was underwater and apparently unconscious when she was pulled from a bathtub.
Authorities said an autopsy found no indications of foul play or obvious signs of trauma on Houston. It could be weeks, however, before the coroner's office completes toxicology tests to establish the cause of death.
Houston was born in Newark and raised in nearby East Orange. She began singing as a child at New Hope Baptist Church, where her mother, Grammy-winning gospel singer Cissy Houston, led the music program for many years. Her cousin, future pop star Dionne Warwick, also sang in its choir.
The family decided that, after sharing Whitney with the city, state and world for more than 30 years, "this is their time now for their farewell," said funeral home owner Carolyn Whigham.
"The family thanks all the fans, the friends and the media, but this time is their private time," she said.
The hearse that carried Houston's body from an airport to the Whigham Funeral Home came into Newark under the cloak of darkness, in the middle of the night, denying local folks another opportunity to grieve publicly.
Police met with church officials Tuesday to discuss logistics and how to handle the large crowds expected to gather Saturday in the streets outside the New Hope Baptist Church, about a mile from the funeral home.
In Newark, perennially ranked among the nation's poorest and most dangerous cities, a public memorial at taxpayer expense is a tricky proposition. New Jersey's largest city, at more than 270,000 residents, laid off more than 160 police officers in November. The dismal school system is relying on a large grant from Facebook founder Mark Zuckerberg for salvation.
And whether the megastar's estate would pick up any slack for a memorial is up for debate. The singer failed to fulfill a $100 million recording deal in 2001 that reportedly called for six records. Since then, only four have come out, including a greatest hits collection that was not released in the United States. She lost two homes to foreclosure several years ago.
Newark's quandary is similar to the decisions Los Angeles had to make when Michael Jackson, another pop superstar brought down before his time, died in 2009. A public memorial at the Staples Center, a professional sports arena, cost taxpayers about $3 million but pumped a million more than that into the local economy through hotel stays, restaurants and other businesses, according to a city report.
In Los Angeles, it has become a tradition that whenever a major celebrity dies, fans lay flowers and other gestures of sorrow and tribute on the deceased's star on the Hollywood Walk of Fame. Houston had no star, leaving Angelenos with nowhere to express their grief.
The Hollywood Chamber of Commerce, which manages the Walk of Fame, explained that Houston was selected for a star in 1995, but a date was never requested by the singer's representatives for an unveiling ceremony. That selection expired in 2000, it said, but can be reconsidered if desired by the family.
Gospel singer Marvin Winans, a Grammy Award winner and longtime family friend, has been chosen to give the eulogy in Newark, his son, Marvin Jr., and Winans' office at Perfecting Faith Church in Detroit told The Associated Press.
Winans, in his role as a pastor, married Houston and fellow singer Bobby Brown in 1992; the couple later divorced. The Winans and Houston families have been friends for years, and Houston performed with Winans' siblings CeCe and BeBe, members of one of gospel music's most prominent families.
Houston was especially close to CeCe and BeBe Winans and performed with both. She and CeCe Winans sang "Count on Me," for the movie "Waiting to Exhale," in which Houston starred.
In a show of support for the local community and in lieu of flowers, Houston's family asked that any donations in her memory be sent to the Whitney Houston Academy of Creative and Performing Arts, a public school in East Orange serving students in kindergarten through eighth grade.
Houston attended the school as a girl, when it was named the Franklin School, and regularly visited for many years afterward. On Monday, students held an outdoor service in her memory.
Houston left behind one child, daughter Bobbi Kristina Brown, 18, from her marriage to Brown.
Gov. Chris Christie ordered flags flown at half-staff Saturday at state government buildings, describing Houston as a "cultural icon" who belongs in the same category of New Jersey music history as Frank Sinatra, Count Basie and Bruce Springsteen.
"Her accomplishments were a great source of pride for the people of the state," he said.

Ray Charles Foundation wants $3M gift back
Atlanta?? The Ray Charles Foundation is demanding the return of a $3 million gift given to Albany State University a decade ago because the organization says the college has yet to use the money to build a performing arts center in the late artist's name.
In 2001, Charles gave the south Georgia school $1 million and donated another $2 million a year later after receiving an honorary doctorate from the college. The native of Albany, Ga., died in 2004 at age 73.
The money was given solely for the construction of the performing arts center, yet it only exists "on the drawing board and in an unapproved downsized plan," the foundation said in a statement.
Charles was specific on how the money was to be spent, said foundation president Valerie Ervin.
"It is incomprehensible that Albany State University failed to use the money in the manner Mr. Charles wanted. Mr. Charles would find ASU's behavior unacceptable," she said.
Albany State University spokesman Demetrius Love said the gift was never restricted and that the school continues to pursue additional funding for the building, which is expected to cost at least $23 million.
The 2001 donation still is in a bank and the $2 million gift was given to 125 students chosen to be Ray Charles Presidential Scholars, according to the university. Officials said the donation was the largest gift the university has ever received.
"It has been a long and tedious process, but strides have been made in accomplishing this goal," Love said in an email statement. "Albany State University will continue in its efforts of honoring Mr. Ray Charles by constructing a fine arts building in his name."
Plans for the project have stalled in recent years because of a lack of state funding amid budget cuts.
In October, the university's legal counsel sent a letter to the foundation reiterating their desire to move forward with the building project, which also includes a theater to be named for Charles' mother. The university has received additional state funding to support the design phase of the building, the letter said.
"When Mr. Charles made the two separate gifts to the University, he did so without restrictions," the letter reads. "The University does believe that a Fine Arts Building named after Mr. Charles, with a theatre named in honor of Mr. Charles' mother, Mrs. Aretha Robinson, is one of the ways to do 'the right thing.' The University has been working tirelessly towards that goal."

Bahrain forces patrol capital on revolt anniversary (Reuters)
MANAMA (Reuters) ? Armored vehicles patrolled Bahrain's capital on Tuesday in a security clampdown to deter protesters after overnight clashes outside Manama on the first anniversary of a forcibly suppressed pro-democracy uprising.
Youths flung petrol bombs at police cars during skirmishes before dawn, prompting authorities to flood Shi'ite villages around Manama with police reinforcements backed by helicopters.
Police fired tear gas at two dozen protesters near the former Pearl Roundabout, focal point of last year's protests, nearly hitting several people as canisters bounced off cars.
"They fired straight at us, they weren't even shooting in the air," said one protester as a passing driver hauled him into his car. Other groups that appeared later were also doused with tear gas and about 30 people in total were detained and taken away.
Prominent activist Nabeel Rajab, who led the protesters, was detained, as were six American activists in the country as part of a Witness Bahrain group to monitor how police handle demonstrators.
The government said in a statement it would deport them. Two
others in the group were deported on Sunday after the government said they had entered Bahrain on tourist visas.
"People coming to visit Bahrain need to understand that lying on immigration documents is against the law and they will face the consequences of their actions," an immigration department official was quoted as saying.
The re-emergence of armored personnel carriers for the first time since martial law was lifted in June underlined the concerns of the Sunni Muslim-led monarchy about a new explosion of civil unrest by Bahrain's disgruntled Shi'ite majority.
Shi'ite protests have intensified before the anniversary of the uprising, when mainly Shi'ite protesters occupied Pearl Roundabout for a month before security forces aided by Saudi troops broke up the movement that was inspired by revolts in Egypt, Tunisia and elsewhere in the Arab world.
No deaths or injuries were reported. At least 35 people, including security personnel, died during the protests last year.
COMPLEX CHALLENGE
The growing anger among Shi'ites, who complain that they are
treated as second-class citizens, shut out of many state jobs and given limited access to good housing, is a complicated challenge for a Sunni ruling family in power for over 200 years.
Bahrain escaped severe international censure for crushing last year's revolt. The Gulf island monarchy is a Western ally, hosting the U.S. Fifth Fleet to counter Shi'ite Iran across the Gulf. Yet the United States suspended a $53 million arms deal until it sees "more progress" by the government on reforms.
The closely guarded roundabout, with a now-demolished giant concrete edifice featuring a pearl, was renamed al-Farouq Junction, but is still closed to traffic. Security was beefed up in recent days as opposition activists sought to reclaim the symbolically rich space.
On the eve of the anniversary, hundreds of protesters broke away from an authorized opposition party rally to march down the main highway into Manama, heading for the roundabout, before police stopped them with tear gas and rubber bullet pellets.
Street battles ensued with youths throwing petrol bombs, rocks and iron bars. They chanted in favor of Hassan Mushaimaa, a jailed Shi'ite leader who called for a republic last year.
The junction remains enclosed by barbed wire on most sides and security guards have set up an encampment nearby.
King Hamad bin Isa Al Khalifa, in a televised speech on Monday, told Bahrainis he remained committed to reforms launched a decade ago, a process the opposition dismisses as cosmetic.
"(This) marked the launch of a development and modernization process, which is still moving forward to meet the aspirations of our loyal people in all areas," said the king.
He said he had pardoned 291 prisoners, but they did not include those arrested during last year's revolt. The opposition demand the release of 14 leading figures who were jailed by a military court for allegedly trying to stage a coup.
DISGRUNTLED YOUTH
Young men justified this week's disturbances by saying they were in constant conflict with police who treat them harshly. "This is just one way of expressing our protest," said one, who declined to give his name out of concern for his safety.
He said they were ignoring calls by Sheikh Ali Salman, head of the leading Shi'ite opposition party Wefaq, not to throw petrol bombs. Analysts say Wefaq, which supports the monarchy, fears losing support to more radical figures such as Mushaimaa.
"We respect the opposition but everyone has to choose their own path. Ali Salman doesn't really know the situation we live in," the young dissident said.
February 14 is not only the anniversary of the uprising but also of a 2001 referendum on a national reform charter King Hamad introduced to end a revolt that sputtered through the 1990s.
Opposition parties say the constitution promulgated a year later was a disappointment because it neutralized the powers of an elected assembly with an upper house of royal appointees.
Wefaq and other opposition parties, including the secular Waad led by jailed Sunni politician Ibrahim Sharif, want constitutional changes that would give the elected chamber of parliament the authority to form governments.
After last year's unrest, the government granted parliament extra powers of scrutiny over ministers and budgets, but has not budged on the more far-reaching opposition demands.
Bahraini authorities have hired U.S. and British police chiefs to help reform policing after revelations about torture and deaths of detainees during last year's crackdown.
One of them, former Miami police chief John Timoney, told Reuters this week the interior ministry was serious about reform and would hire Shi'ites in a new recruitment and training drive, but he said youth violence was posing obstacles.
Opposition parties and youths say they have noticed no improvement in police behavior and accuse police of using harsh tactics for political reasons: to suppress dissent in Shi'ite villages that could produce a critical mass of protesters again.
ARMS DEAL IN BALANCE
Despite the government's professed reform efforts, it has not been enough to convince U.S. lawmakers to unfreeze a planned $53 million arms sale to Bahrain.
Bahrain says it needs the hardware, including armored Humvee vehicles and missiles, to defend itself from non-Arab Shi'ite giant Iran, which it accuses of fomenting the revolt to turn Bahrain into an Islamic republic. Iran denies this.
State Department spokeswoman Victoria Nuland said on Monday that the United States would not go ahead with the deal until Bahrain made more headway in implementing reforms.
She called for more progress, including reinstatement of Bahraini workers unfairly dismissed from their jobs and resolution of court cases related to political expression.

Communications experts offer career advice | Mesquite News

Considering a career in advertising, multimedia or public relations?
Meet The Pros will meet 6 p.m.-8 p.m. Feb. 23 in Room 120?of ?the Visual Arts & Technology Center at San Antonio College.
?Meet the Pros is an event that matches college students pursuing communications degrees with working professionals,? said Karina Alderete, community relations manager for the San Antonio Convention & Visitors Bureau and event organizer.
?The program is set up almost like speed dating,? added Aldrete. ??Students tell us their areas of interest and we match them up with working professionals for 15 minute sessions. They sit with the pros and other students and ask them questions abut their career paths, internships, advice and job responsibilities.?
The event is co-sponsored by the San Antonio chapters of the Association of Women in Communications and Public Relations Society of America and the Media Communications Department at San Antonio College.
Mary Lance, freelance writer and member of the Association of Women in Communications, said networking in person with professional communicators is an invaluable experience for college students.
?We are pulling together professionals from all the fields, so students don?t have to run all over town to meet different people. You can get their cards and call them later,? Lance said. ?Everybody who volunteers for this is very interested in helping out students.?
She said, ?Over the years, those of us who are professional communicators know first hand the absolute value of seeking out, finding and utilizing the help of a mentor.?
College students will be able to network with working professionals from each communications field to talk about their profession, day-to-day tasks, and give advice from a professional point of view. Students will also be able to learn about the careers that are offered in the communication field, including:

Why The Best Chocolate Is The One You Eat Last
John Rose/NPR If that Hershey's Kiss is your last, researchers says it's likely to taste better.
It's predictable, and hokey, to bring up chocolate and romance in one Valentine's Day post, but hang on ? this is fascinating.
A study suggests that your preferences in chocolate may help explain how you pick out or judge potential romantic partners.
No, it's not that people who love dark chocolate are simpatico with others who love dark chocolate. That would be far too pat.
Ed O'Brien is a researcher in social psychology at the University of Michigan who authored the paper. His theory is that our preferences are highly influenced by the moment of choice. And one particularly important moment is the end of an experience. O'Brien's hunch is that we fall for endings or last chances.
"I think in everyday life we do have this expectation that we save the best for last," he says. For instance, when we go to a concert, the best song is often at the end, the encore.
?Or, if we know the next installment of a favorite book or series is the last, like the last Harry Potter movie, for example, we get a little more jazzed about it.
"When people are given awareness that something is about to end, they're kind of motivated to make the most of that experience," O'Brien says.
But does this hold true even for something as simple as savoring a last piece of chocolate?
To test the theory, O'Brien and his colleagues approached 52 students on the University of Michigan campus and asked them to participate in a taste test.
They tried a bunch of different kinds of Hershey's Kisses ? from almond to caramel to dark chocolate. Then the students rated their favorites.
"So we had a big bag of candy that was covered from the outside and you couldn't see what was in it or how many (chocolates were there)," he says.
In some cases, students were never cued that the fifth chocolate was the last chocolate they'd taste. The experimenters simply said, "Here's the next one," all the way through the taste test.
Among these students, the last chocolate they tasted was their favorite about 22 percent of the time.
But another group of students was told that the fifth chocolate was their "last" chocolate. And O'Brien says this awareness ? that the whole experience was about to come to an end ? made them value the chocolate more.
"The majority of people [64 percent] chose it as their favorite even though we'd randomly distributed the flavors," he says. That's nearly three times as many as the group that didn't get the warning.
A number of other studies, including this jellybean study, show that last things are more intense. One explanation? They're most fresh in our minds. After eating a series of jellybeans, people tended to remember the last one most clearly, and so they rate it as most intense.
O'Brien says he thinks the last-is-best bias may extend to the world of romance and dating.
In a similar study which he hasn't published, he and some colleagues asked people to rate a series of online dating profiles. And here again, he found there was a big advantage when a person's profile was introduced as "the last one" you'll see today.
"All of the sudden, that person seemed more attractive, more compatible," O'Brien says. People were about three times more likely to pick the last profile when it was framed as "the last" instead of "the next one."
Now, if Brad Pitt ? or fancy Belgian chocolate ? enters the picture, O'Brien says it's likely that the "bias-towards-last" would disappear.
But all things being equal? "I think it benefits you to be judged at the end."
